Sign in typhoon-ravaged Philippines city

A government-erected sign prohibits rebuilding within 40 meters of the waterfront in Tacloban, a city in the Philippines province of Leyte that was hit hard by Typhoon Haiyan in November 2013. The storm was known locally as Yolanda.
